With ten years of uneffective token desegregation in local schools, area leaders saw an opportunity to sue the school board in order to force more substantial integration. Local civil rights lawyer and activist Julius L. Chambers wrote to Charlotte's NAACP President Kelly M. Alexander explaining the situation and outlying the ways the Charlotte-Mecklenburg School Board failed to comply with the Brown v. Board of Education Supreme Court ruling in 1954.
